Double Dragon (1994)

Set 15 years in the future in post-earthquake California, where San Diego and Los Angeles are merged into one city, two teenage brothers have half of a powerful ancient Chinese talisman.

So the filmmakers thought “What city looks like an earthquake has just hit it and gangs have taken over in a post-apocolyptic style world?”

Why, Cleveland of course.

You can most notably see the Cleveland skyline in a fight that takes place on a miserable, disgusting beach. Also, someone mentioned a scene that takes place in Tower City, but I forget in what part of the film that appears.
